    - Reformat issue-templte based on pairing with @payne-chris-r to come up with
    a standard template for all issues.
    - We like having them all formatted as questions to rubber duck them a bit and
    hope these questions will force them to think critically about their issue.
    - Deletes file
     - Either works, sticking with kebab case.

    - Reformats text blurb under project issue queue url to reflow at the preferred
    line wrap of 80 chars.

    - Per comment on pull request #993
    - This seems like the most logical place to put it, but also means we should
    add it to the additional resources sections on all project repositories.
    - I think that makes the most sense and encourages to use developers as a
    resource, just like any other resources, not just as a direct helpline to us,
    but as a professional resource such as StackOverflow or a real ticket queue on
    the job.

    - This is the description section from the project issue tracker guide here:
    - #how-to-use-the-issue-tracker (from this header)
    - I've added some markdown to clean this formatting up a bit--but the point
    is to jst confirm that this feature works as expected on GHE and then we can
    further improve it in future iterations.

  2. Add .github/

    - Currently empty, but will be filled in with our project-issue-tracker-guide
    issue template, for WDI.
    - Once in use, this template will fill the issue input field with our template.
    - The main issue I foresee is when we (staff) go to make enhancement issues and
    end get that template as well, but idk about ya'll I'm ok starting my project
    repo issues with a CMD A, Backspace if it means we get much better issues from
    the developers.
    - Relevant to #992
